D\u2019autres foyers d\u2019opposition \u00e0 la destruction de l\u2019environnement au nom de la rationalit\u00e9 technicienne ont, depuis lors, vu le jour, que l\u2019on songe aux m\u00e9ga-bassines dans l\u2019ouest de la France ou encore \u00e0 l\u2019autoroute A69 entre Castres et Toulouse. <\/span><\/span><strong><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">Le collectif \u00ab\u00a0Stop Canal \u00bb de l\u2019Universit\u00e9 de Technologie de Compi\u00e8gne (UTC) esp\u00e8re rallier des forces similaires dans le combat qui l\u2019oppose au canal Seine-Nord Europe<\/span><\/span><\/strong><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">. Ce collectif d\u2019\u00e9tudiants-ing\u00e9nieurs organise le 16 d\u00e9cembre un rassemblement rue du Chevreuil \u00e0 Compi\u00e8gne, dans l\u2019Oise.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><a name=\"more-5486\"><\/a><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">L\u2019id\u00e9e du canal Seine-Nord Europe circule dans les milieux politiques depuis les ann\u00e9es 1970. Les travaux pr\u00e9paratoires de ce serpent de mer ont finalement d\u00e9but\u00e9 cette ann\u00e9e. Cette voie de 107 kilom\u00e8tres de long et 54 m\u00e8tres de large reliera Compi\u00e8gne \u00e0 Aubencheul-au-Bac, dans le Nord. Elle connectera la Seine \u00e0 un r\u00e9seau fluvial couvrant le d\u00e9partement du Nord et une bonne part de la Belgique. Des marchandises pourront ainsi \u00eatre transport\u00e9es par bateau entre le bassin parisien, les Hauts-de-France, les ports de Dunkerque, le Havre, Rouen et le nord de l\u2019Europe.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">Le collectif \u00ab Stop Canal UTC \u00bb souligne que les travaux \u00ab <\/span><\/span><em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">d\u00e9truiraient 3 000 hectares de zones agricoles et toucheraient des zones Natura 2000<\/span><\/span><\/em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\"> \u00bb. L\u2019alimentation en eau du canal n\u00e9cessiterait la cr\u00e9ation d\u2019une retenue d\u2019eau de 14 millions de m<\/span><\/span><sup><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">3<\/span><\/span><\/sup><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\"> pomp\u00e9e dans l\u2019Oise. <\/span><\/span><strong><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">Cet immense r\u00e9servoir mettrait une pression suppl\u00e9mentaire sur une ressource d\u00e9j\u00e0 consid\u00e9rablement menac\u00e9e<\/span><\/span><\/strong><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">.<\/span><\/span><\/p>\n<h3 class=\"western\" style=\"text-align: center;\" align=\"center\"><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">LE FRET FERROVIAIRE FRAGILIS\u00c9<\/span><\/span><\/h3>\n<p style=\"text-align: justify;\">\u00a0<span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">Le collectif r\u00e9fute \u00e9galement le principal argument avanc\u00e9 en faveur de l\u2019op\u00e9ration : la r\u00e9duction du trafic routier. \u00ab <\/span><\/span><strong><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">En r\u00e9alit\u00e9, le canal concurrencerait le fret ferroviaire<\/span><\/span><\/strong><em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">, comme l\u2019affirment de nombreuses \u00e9valuations ind\u00e9pendantes. Le rapport Massoni-Lidsky, publi\u00e9 en 2013, affirme que 40 % du trafic du canal viendrait du rail (ce qui correspond \u00e0 15 % du volume transport\u00e9 par le ferroviaire) et soulagerait de seulement 3 % le volume de marchandises transport\u00e9es par la route. Ainsi, le canal Seine-Nord Europe fragiliserait surtout le fret ferroviaire, pourtant d\u00e9j\u00e0 en manque de financements et moins polluant que le fluvial. Et \u00e9videmment, ce ne sont pas les 3 % de camions en moins qui suffiraient \u00e0 d\u00e9sengorger l\u2019A1 ; cette autoroute \u00e9tant satur\u00e9e, \u00e0 peine cette place lib\u00e9r\u00e9e, de nouveaux camions prendraient la place laiss\u00e9e vacante<\/span><\/span><\/em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">. \u00bb Le canal pourrait m\u00eame entra\u00eener une hausse des \u00e9changes commerciaux. Les emplois g\u00e9n\u00e9r\u00e9s dans les p\u00f4les logistiques associ\u00e9s seront alors \u00ab <\/span><\/span><em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">pr\u00e9caires et destructeurs pour les travailleurs<\/span><\/span><\/em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\"> \u00bb, avance \u00ab Stop Canal UTC \u00bb.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">Autre sujet de d\u00e9bat : le budget de l\u2019op\u00e9ration se monte \u00e0 5,1 milliards d\u2019euros, financ\u00e9 par l\u2019Etat, l\u2019Union europ\u00e9enne, les D\u00e9partements et les R\u00e9gions travers\u00e9s. \u00ab <\/span><\/span><em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">Nous sommes face \u00e0 une situation o\u00f9 l\u2019argent public est dilapid\u00e9 dans un projet compl\u00e8tement \u00e0 rebours des enjeux contemporains<\/span><\/span><\/em><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">\u00a0\u00bb, estime le collectif.<\/span><\/span><\/p>\n<p style=\"text-align: justify;\"><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">En parall\u00e8le de la manifestation du 16 d\u00e9cembre, d\u2019autres actions sont en cours. <\/span><\/span><strong><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">Quelque 440 \u00e9tudiants ont d\u00e9j\u00e0 sign\u00e9 une p\u00e9tition pour r\u00e9clamer la fin du partenariat entre l\u2019UTC et la Soci\u00e9t\u00e9 du Canal Seine Nord-Europe<\/span><\/span><\/strong><span style=\"font-family: Comic Sans MS, cursive;\"><span style=\"font-size: medium;\">, l\u2019entreprise administratrice du projet. Quant \u00e0 la p\u00e9tition de l\u2019association des Citoyens de l\u2019eau, elle a recueilli 20 000 signatures.
